added 'piss_rate' server cvar for server owners to configure the rate at which piss particles are spawned (can help with performance issues but also affects the rate at which fires are extinguished)

added new clientside 'piss_hide' command to hide regular piss (doesn't work with blood or napalm piss, currently)

reworked how the looping piss sound is handled

changed some dumb code with how the SWEP started/stopped your stream

added extra check to server to prevent players changing their piss type if the server has that disabled
