Mod V2.3, update for compatitbility with Stellaris 3.9.1. Also reflecting some community suggestions. Overall numbers per Building are reduced; numbers per Tradition tree doubled; a few other changes.

Updated to Mod V.2.2, to reflect Stellaris Patch 3.8.3. Changes in this version include:

Removed Ruler Job Leader Cap increases;
Reducing Aptitude Leader Cap bonuses from +3 to +2 (which is still +1 more than Vanilla Stellaris);
Increased the Leader Cap scaling value.

Added five new Leader Cap increasing Technologies
Added a Leader Cap increasing Edict
Extended Tradition based Leader cap additions
Lowered (increased) base Leader Cap from 10 to 8.
Lowered Leader Cap increases from Planetary Capitals
