- Edicts do not have any increased cost to state maintenance.
- Edicts are less powerful (this was done since they are now free).
- AI now is more willing to use edicts (expect the AI to have more manpower in particular since they seem to like that edict a lot).

- The global modifier that reduces province warscore cost has been increased from the base game value of 20% to 40%.

- Conversion Zeal modifier now only lasts 5 years instead of 30.

- Great projects now only take 5 years, 10 years, and 15 years to build for levels 1, 2, and 3 respectively.

- AI now considers what buildings have already been constructed in a province when deciding what buildings should be built next.

- The native tribe changes were reverted. I just could not get the changes to work as I intended to where the natives could reform on their own. Instead it just made the new world a mess.

- The Maximum monarchy point pool has been reduced from 2000 to 1000 (basically a revert to what is in the base game).

- Horde Idea group now give +25% cavalry ratio instead of +10%. Steppe Horde Government now gives -1 diplomatic relation slot and -25% cavalry cost. (this should encourage steppe hordes to build more cavalry and should make steppe horde AI more aggressive against one another since their alliance chains should be smaller.

- The base number of diplomatic relation slots a every nation gets is now 2. Instead, you now get +1 diplomatic relation slot from being an empire and +1 diplomatic relation slot for both Feudalism and Renaissance institutions.

- Sunni Piety bonuses were adjusted to make mysticism about technology and building, whereas legalism is about manpower and missionary strength.

- Mali ideas were changed so that they start with Missionary Strength instead of Tolerance of Heathens.

- Jianzhou ideas were moved around so they start with +1 land leader shock
