• Added mod options toggle for receiving a battery when dismantling vapes

• Reduced spawn rates by half
• Resolved an issue where the default smoke sound would play on top of the custom vape sound.

Fixed stress reduction amount ( I had increased it to debug the code and forgot to change it back )

• Fixed missing context menu option bug (I was missing a "then" statement in the code)

• Vapes now have separate battery and flavor levels. You can "charge" them with batteries
• Once the flavor runs out, it becomes an empty GnomeBar
• New golden vape recipe (Combine all flavors of vape - not found on zombies or in world)
• Limited edition vapes have higher levels of flavor
• Stress reduction from vaping has been increased, as that seems to be what people want.
• Added stackweight to tooltip instead of just weight
• Russian translations hopefully fixed (Windows 1251 Encoding per @Panopticon's comment

• Attempted fix of Russian translation encoding. I rewrote and resaved the files from scratch in KOI8-R format, so hopefully that should work. Please let me know if there are any issues
