Added another sandbox setting - base crit chance
Simplified some sandbox settings descriptions
Added better support for translations
Fixed unintended interactions with higher maintenance levels had lower critical repair chance while under the PM threshold
Cleaned up a lot of code under the hood and added comments
Bug fixes - Vehicle options were not applying, was just copying Weapon settings

Added Critical Repairs!
After successfully preventing a repair stack, gives a chance to remove a repair stack and improve future repair efficiency.
This chance is influenced by how good condition your weapon is in before repair, and maintenance level.
