Large rework for improved gameplay:

* Leader ability: Unchanged
* Civ ability: Industrial Zones now get adjascency from districts (from flat desert tiles). Removed extra production towards city-center buildings, dams, and aqueducts. Removed discount when purchasing desert tiles with gold.
* Unique unit: Now gains +1 movement from standing on desert. Moved to the Military Training civic (from Horseback Riding tech).
* Unique improvement: Tile can no longer he worked. Now provides 0.5 housing (from zero). Now gives+1 Faith to adjascent resources from the start (was: +1 Faith to adjascent tiles unlocked at Drama and Poetry)
