Added code to make more space for reading long tooltips in sandbox options for gamepad players.

Updated to make an adjustment to where the tooltip is drawn when images are used in tooltips. This essentially offers about 1/3 of the height of your screen as space for a tooltip that includes an image. Tooltip space only expands when necessary; also eliminated the space it consumes on sandbox option pages when it is NOT necessary while I was at it, making it feel more reactive to your needs.
