I improved the normal maps for all detail maps and also one of the reed textures from White Forest.

After a lot of testing I finally got this working with mipmaps and the texture does not disappear when you shine the flashlight on it

Somehow I accidentally saved the vtf for normals as the diffuse. Fixed now

Was able to cut the size to 80 MB by converting the normal maps to 2K. I also inverted the green channel in PS to fix the way light interracts with it.
