Fixed glitchy fuel silo listing, only the research button doesn't show yet.

Added an option under Politics->Country to lift army restrictions and unlock any by default locked templates.
I've coded it with great compatibility, unlike the main template unlocker mod. But just like that one, every template is unlocked manually, and modded templates are not included currently.

Added fuel silo spawning, somewhat glitched currently, but to be fixed soon!

Updated thumbnail to contain the expanded options. Menu opens around the opening button on non-1080p.
