Lots of minor fixes

Fixes and adjustments to breath hold system:
- removed DSP
- added arc9_togglebreath and option in settings for toggling breath
- peeking and breathing toggles reset once you out from sights
- some amount of air is consumed with each shot

Added secret language (arc9_language uwu; arc9_reloadlangs)

Snickers update
- New binds: Inspect now E+R, Switch to UBGL now E+Mouse2, Switch sights now E+Mouse Wheel
- Little better UBGL behaviour
- Outdoor and indoor shootlayers now mixing correctly
- Randomized guns (from ground or npc) wont load player autosave preset so you can play with them
- NPCs does not reset atts on guns once you give it to them
- Stats now have descriptions in cust menu
- Muzzleflashes in third person now show up not only from first qca
- You can bind ubgl, inspect and switchsights to custom key now (+arc9_*)
- Muzzleflashes and shell ejection now show up in VM context properly (true size and position)
- Now you have tips in bottom of cust menu (please disable them in settings)
- Only having scope installed no longer fucks up HDR on HDR only maps
- thirdperson animdraw also plays on holster
- Shotguns now can have dispersion spread system (realism)

- Add SWEP.ShootEntInheritPlayerVelocityLimit
- Crosshair now obeys alpha setting properly
- Aim recoil has been reworked to be far more consistent across a wide range of network configurations and at lower framerates. You may still get inconsistent behavior below 30 fps.
- Add Hook_GrenadeThrown
- Add Hook_GrenadeCreated
- HoldBreathTime = 0 now disables holding breath
- Added SWEP.DryFireDelay
