Submunitions lowered to 16 from 24.
Submunition angle lowered to 15°.
Submunition fire damage increased.
Submunition effect radius lowered.

Added beta version of White Phosphorous mortar rounds.

My plan is to also have them start fires, and light people on fire, if I can figure out the scripting required. If anyone is experieced at scripting, and wants to help, please contact me.
