Change Notes

+ national spirits that give CG are now consumer goods factor -20% (they were previously -5%)
+ changed MIO leveling to be more dependent on production than research, and closer to vanilla
+ nerfed OP aircraft MIO
+ you now start with all brigade slots
+ fixed some localisation bits

Patch 3.3 - Solis Tenebris

Greeting Commanders!

As you’re aware, Arms Against Tyranny has been released for HOI4. Our team has worked tirelessly not only to make a compatibility patch with the new DLC, but also created an extensive balance change patch to go alongside some of the new systems. We’ve got more plans in the works to implement more of the AAT features, but for now we focused on getting a baseline MIO implemented and refreshing the existing trees to compliment the state of the game. I’d like to thank the mod team for their tireless efforts. Let’s get to the patch shall we?

Doctrine Changes

We took the time to review our Doctrine changes, as in the last invitational and subsequent tournament games, we realized that we… overdid it in some areas. With that in mind we stripped the content from said trees and remade them anew. Here’s the key features of each of the doctrine trees

Mass Assault
The Mass Assault Meta is Gone. A lot of different nerfs to make the front less static.
  • Reduced Reinforce Rate
  • Nerfed Guerilla Tactics
  • Removed Planning Bonus
  • More Organisation to Motorised
  • More Bonuses to Tanks


    Mobile Warfare
    Armored Divisions are Stronger Earlier. Attack bonuses are earlier in the doctrines.
  • Attack Bonuses to Tanks and Mot/Mech are moved up
  • Entire Army gets 20% Breakthrough
  • Given Increased Army Fuel Capacity


    Grand Battleplan
    More Possibilities. Several small changes to make unique strategies more viable.

    Superior Firepower
    Tanks as a Viable Alternative. Divisions with armored vehicles are stronger.

  • Mod is now AAT Compatible and requires AAT to Play
  • Added MIOs to both the Axis and Allies

    Hungary

    We want to move Hungary away from Cav only spam to a Cav+Tanks tree. You have Cav instead of infantry but your main pushing force is the tanks

  • Reworked Generals Traits and Stats
  • Legacy of Attila: Cavalry attack reduced by 10%, Cavalry Organization reduced from 30 to 20. Recovery Rate reduced from 37% to 30%
  • Reworked the Tank template, Added Torsion Bar, Engine 10 and two machine guns

    Romania

  • Artillery Primacy grants -15% Artillery Cost instead of -17% because thats an odd number
  • Siege Warfare Removed Division organization 10%, Removed Supply Consumption 10%, Removed Encirclement Penalty 10%, Removed Division Recovery Rate 10%
  • Now gives 20% Resource Gain Efficiency from the focus below
  • From the Carpathians now gives every general mountaineer
  • The Conducător now gives Organization instead of recovery rate

    Finland (Joint)

  • Removed non core manpower and hot acclimatization factor from Army of Africa
  • Legacy of French Innovation now simplified

    China

  • Mobilize the People; Reduced Training time from -30% global to -20% division training time
  • Guerilla Warfare; Equipment Capture Ratio Gain reduced from 30% to 15%, Encirclement Penalty reduced from -20% to -15%
  • Flying Tigers; Reduced Fighter Spawn ins from 200 to 100

SEASON 3 CHANGELOG


General Changes
* Buffed Civillian factory focuses
* Added descriptions to all scenarios


Doctrines

One of the major changes coming to this season is a rework to the Land Doctrines, With the intention to make them a more effective choice in the mod.

* Mobile Warfare receiving higher focus on tanks and speed, while losing desperate defence
* Superior Firepower receives greater emphasis on support and artillery
* Grand Battleplan receiving focus on planning, losing defence bonuses
* Mass Assault with heavy focus on infantry, combat width and organization

Factions

Quick notes:
- Added new allied focus tree paths representing Free France and China
- Reworked Allied focus tree to split the US focuses
- Added new Axis focus tree paths representing Hungary and Romania
- Changed IJA doctrine bonus to be Mass Assault
- Changed Guards Tank Army to be Mobile Warfare

Free France

The Free French Forces combine Armour, Armoured AT and Navy to provide a hard hitting support option backed up by special forces. Defensively focused, they are all about counter-attacks and biding your time and waiting for an opening

China

The Chinese Forces focus on the might of the individual infantry man. Mass unit deployment and wave tactics reign supreme here. Backed up by a potent force of fighters they are ready to overwhelm you.

Romanian Army

The Romanian army is all about overwhelming fire, combining artillery and anti-tank tactics to counter Armoured Spearheads and Wave tactics alike. What they are missing in terms of navy they certainly make up for in supply

Hungarian Forces

The Hungarian Army combines Cavalry and Armour for fast offensives and rapid response to breakthroughs.


New Maps

We're releasing two Eastern Front maps with this update, At the Gates and Rodina. Centred around Stalingrad and the brutality of the East, both of these maps focus on an expanded frontline and very little navy.

S2 Faction Balance Pass #2

General Changes
- All tank spawn-ins now start with 110% equipment to give a small stockpile for reinforcements.
- All ideologies now give the same intel.
- Flame tanks no longer give terrain stats without equipment.
- The new victory point system is now default. It can be reverted to the old system by selecting options in the game settings when setting up a game.

- Construction, excavation, fuel techs and special forces techs now have 75 Base Cost (approx. halfed)
- Dockyards Foci in the shared industry tree are now 21 days. The first focus grants 50 Naval XP.

- The Material Designers now add a spirit granting the effect instead of a designer. This allows you to select multiple design companies and get multiple buffs without losing the previous one. Motorized and Artillery Company are down to 50 PP.

- Electronics Company now grants 20% global research speed instead of 25% electronics research speed. PP cost down to 50 from 75

- Axis now also has an Army Reformer and Professional Officer Corps is buffed from 5% experience gain to 15%


Soviet Choices

- 5th Guards Tank Army (left) and 3rd Shock Army (right) received a general upgrade.

- Stalingrad Tractor Plant and The I-S-Program focuses are swapped to allow faster Tank focus pick. (Soviet struggled to survive the early game) 10% Base Efficiency was added to help starting a tank production.

- The talented young officers spirit is now hidden and grants 100% leader experience gain instead of 50%.

- 5th Guards Mechanized now gives 2 spawn-ins instead of 1.


Commonwealth

- Tank Hunters now grant +100% Infantry piercing instead of 10%, since the base value of gun2 is only 5.

- Promote Montgomery now gives 200 XP and 10% division defense instead of 50% experience game. The reason is that you get the spirit very late and its use is very limited for a final focus.


Army of the Isthmus

- Clear the Skies now gives 500 Anti Air

Italian Stuff

- Changed Armata del Poo to Armata del Po

- It is now designed to be a fast mobile Army with motorized Divisions instead of Infantry.
Basically all focusses changed

- By Blood Alone grants 1% extra recruitable population


Panzer Group

- The heavy tank spawnins are now mechanized


USMC:

- With the Old Breed grants additional -10% Invasion penalty

- USMC being the american island hopping force didnt really have a navy previously. With Doolittle Raiders, they following fleet (including the faction starting fleet)

- Lords of Midway now grants 15% special forces attack and 20% dockyard output instead of 10% max entrenchment

- David Stirling now has 15% stats instead of 20%


Combined Operation Headquarters

- It now has 5 instead of 3 generals and the generals have traits. The two new generals are shared with Commonwealth 8th Army. Montgomery received 1 attack. Previously preassigned traits can no be manually chosen.

- Focus effect merged with Memory of Lofoten. Special Forces Attack reduced to 10% from 15%.

- In place of Memory of lofoten this focus is added. The Heavy fighter has a good historical design and comes with all required technologies unlocked.

- Special Forces capacity is down from 50% to 25%. Previously you could get a special forces only army with 65% attack country modifier if you survive long enough to complete the focus. (wait to auto win)

- Everything we are now has an effect, giving every general two planning and logistics.


Haeren

- Generals received a trait upgrade.


Japan

- Japan Army and Japan Navy now share their Admirals


Other
- Every Nation now starts with 2 more civs on Dragoon

Commanders in Conflict: Patch 2.5 - Valhalla Calling

Hello, Midgeman here to bring you another Patch Update for The Commanders in Conflict eSports mod. This mid season update is our largest mid season patch to date and focuses on huge mechanical and technical changes, as well as a spree of buffs for underutilized factions. We’re also releasing a new 2v2 map to increase the map pool for competitions using the roster. We were initially toying with the idea of implementing another 1v1 map, but due to the absolute CHONK of this update we’ve moved it to the Season 3 patch coming late september.

Major Technical Changes

Victory Point Rework
This patch features a rework to the Victory Point system, which now utilizes a ticker system, much like many RTS games in the surrounding genre. This aims to both speed up games and minimize the great war feeling of staring at each other from fortifications. Each player will now have 500 Victory Point Hit Points which will begin to tick down when their opponent has the majority.





The other forms of Victory; Time and Capitulation, still exist and remain valid ways to win, we just felt like we needed to implement a system to keep the pressure up.

Furthermore, this feature is optional and accessible through the game options




Super Events with Game Info

We’ve updated our Super Event end screen to have all the relevant info for those playing in CIC open leagues to log their match stats. It also features new art and clearly displays who wins - so please, don’t forget to log your matches

Just a little Quality of Life thing to neaten up the Focus Tree Screen

Faction Reworks

Following the Invitational, the Mod team sat down and looked at the mod and said “huh, some of these factions have really lost their charm and whats good about them” so in this mid season we said “damn the US 12th army to hell, LETS BUFF EVERYTHING”.

So we did.

We do note that some of these factions now might be way too strong and might receive some balance passes before season three, but the overall aim here was to make each faction choice feel special again, with a build in mind for each of them.

Haren

Through the mountains; Mountain Guns buffed to 100% from 25%
God Save the King; Buffed Supply Consumption to -30%
Doubled the spawn ins for Avanforce and Military Police Force

Combined Operations HQ

Memory of Lofoten: Buffed Recon to 50%
Mountbatten at the Helm: Buffed Special Forces Cap to 50%
Doubled the Spawn ins for No.1 Commandos and Royal Marines

Commonwealth 8th Army

Cairo Branch now also gives Spy Planes
Tank Hunters: Buffed to 500 spawned AT pieces and leg Infantry now have 100% piercing

Canadian First Army

The Maple Leaf Route: Buffed Construction of Supply Hub and Railways to 100%

USMC

With the Old Breed now provides +15% marine attack and bonuses to river crossings in addition to the training time
Doolittle's Raiders now gives 50 more tactical bombers and 25 more strat bombers

5th Guards Tank Army

Stalingrad Tractor Plant production buffed to -25% on medium Tanks and 15% on Heavy Tanks
Men for the Lines replaced with “Ring of Steel” which in addition to the the previous buffs adds 500 mechanized equipment, +10% mechanized attack, -10% mechanized production but the debuff of -5% mechanized hardness



3rd Shock Army

Stalin's Organ now provides -25% production cost on Motorized Rocket Artillery and the Spawn ins are doubled
79th Rifle Corps now gives 2 spawn ins instead of one
The Chain Breaker: buffed Army Org Regain 5% -> 10% and Reinforce Rate 2.5% -> 5%
Short Range Bombing regiment Il-2s increase to 200

Army of the Isthmus

Finnish Air Defence: Production buffed to -20% on Anti-Air and spawn ins raised from 200 units to 500 units of AA
Spirit of the White Death Enemy Air Support buffed from -10% to -25%
Motti Tactics Equipment Cap ration buffed to 30%

Panzer Group West

Luftwaffe Defence Force has been replaces with Ostbau Werke, Which produces a 30 width Medium Tank Divison w/ Motorized Rockets and Medium SPAA, and provides a -10% production to medium tank variants

4th Army Wehrmacht

12th Panzergrenadiers and the 7th Panzer receive double the spawn ins
Supplies from the Skies produces double the supplies

Italian 1st army
Ace of the Sands gains Ace Generation Chance 50%
132 Reggimento spawn in changed from Infantry to Mountaineers
Tankettes now adds 10% reliability to armor
Colonial Garrisons moved to Armata Del Po
New Focus “Aeronautica Macchi” which gives a bonus to Air Research Speed, -10% on Small Airframe Production

Armata Del Po

101st Motorized Division buffed from 14width spawn ins to 20 width
Establish the fast corps adds Motorized Division Attack +15%
Bombardiere Rosatelli scrapped and replaced with Colonial Garrisons

IJN

Great Harmony now adds two additional Heavy Cruisers to properly screen the through the straights fleet
Tokyo Express now adds +15% marine Attack

IJA

Warrior Spirit now gives an additional +15% Division Attack instead of defence
18th Chrysanthemum and 62nd Stone receive double the spawn ins
Arisaka production increased to -15% and adds an additional 10% infantry soft attack
Terauchi Supreme recon buffed to 30%

New Map: Valhalla




Our new map, Valhalla, is an expansion to our 1 vs 1 scenario Nordwind and features a struggle across both sides of the Baltic. This map utilizes 5 VPs, the three standard VPs from Norwind with the addition of Danzig and Riga.

Nordwind Fixes

We rebalanced the existing supply of Norwind to make it easier to fight in the north of the map

Final Notes

So that's all for this mid season update. We know that there's far more players of this mod out there than those who take part in SPEED5s Open League events, thus we wanted to take a moment to explain how each and everyone one of you can provide feedback to improve the mod.

First and foremost, if you have a major suggestion please leave a response in our mod discussions. This can be for big or small changes or even features you’d like to see in coming builds or faction recommendations!

Secondly, Most of our telemetric data comes from match data. We collect this automatically in our Open league, but other competitions and non competitive play currently have no way of doing this - so we’ve developed this google form for any player to submit their game data. This data collection is completely anonymous and really (and I mean really) is the best way to inform our faction balance passes - so please consider utilizing this.

Finally If you fancy yourself as a champion, head on over to the SPEED5 discord and join the open league, which plays CIC games each week.
