Adjusted Dash gizmo to no longer show when undrafted.
Reduced Skip Screen Psyfocus cost from 35% to 18%
Increased Flash Heal Duration from 38 seconds to 42 seconds
Reduced Flash Heal Psyfocus cost from 55% to 25% (makes it more competitive vs Healing Boost)
