dev notes: 30mm rotary cannon based off the GAU-8. the 3 blocks go together to form the entire assembly (but not required to work)

- Falloff start lowered from 1500 to 800
- Max damage falloff at max range decreased from 0.7 to 0.1 (-0.6)
- Large grid damage scaling decreased from 1.25 to 1 (-0.25)
- AP Fragment large grid damage scaling decreased from 1.25 to 1 (-0.25)

- End of Life (AoE) damage decreased from 400 to 200
