Almshouse tech gives +9 growth up from +5
Peasant's Duty gives +15 growth (like Vanilla)

Thoughts: I basically reverted it to the vanilla values after some consideration. Gating a large part of the Growth of the province behind the edict didn't seem like a bad idea until i considered the difficulty of completing a whole province in some instances (such as an ally/neutral faction taking a settlement)
