Moved Arcane Ascendance effects to Levitation
Arcane Ascendance now give 30% spell intensity passive
(I did this to give AI Teclis a fighting chance)

High Loremaster's Ward
+30% ward save against armies that spread corruption,
-50% barrier replenishment delay,
and +200 Barrier to teclis' armies

New Passive Ability: Deadlock
Activation: When an enemy successfully casts a spell
Effect: Target spellcaster is Silenced for 15s
Additional Effect: -10% Magic Resistance
Range: 200m
Cooldown: 60s
