VCoast's unique loyalty trait penalties have been set to 0, since even with loyalty disabled, that still showed up. It's a bit of a quick fix, but will see if I can come back to it.

As a failsafe, updated all chances and loyalty modifiers of events to 0. If any oddities still happen, it's probably IE being a buggy beta.
