Finally fixed the Holy Guard, once and for all. Took out the ultra buggy "may only purchase with faith" and replaced it with the Inquisitor's passive ability to scare off enemy Missionaries and Great Prophets when stationed in a city. Also fixed a bug that caused the Holy Guard to retain its flying abilities when promoted.

ACTUALLY fixed the Holy Guard gold purchase bug. Finally. For real this time. x3

Fixed a bug allowing the Holy Guard to be purchased with gold and negating its "faith purchase only" penalty. Also buffed the Senatorial Palace.

I forgot some very important things, like my "signature" on the mod's cover art, and a ReadMe file, thanking all of the people who (unbeknownst to them) taught me how to mod. I also fixed a few typos in the code.
