- Now Lithoid and subterranean country can start the whole event.
-- Chrysanthemum colony can't be Egalitarian, because they have decent habitability.
-- Orchid colony will have resource shortage problem, because they have decent habitability.
- Chrysanthemum colony can't be Authoritarian, if the homeworld country has Syncretic Evolution origin.
- Removed a .bat file and a .ps1 file.

- arkship, diplomacy and resolution events no longer happen based on mean_time_to_happen. Now they are triggered by yearly check.
- Fixed Egalitarian Splinter Colony's species won't change.
- Removed event pdengine.14 overwrite.

- Updated for Stellaris 3.12.3.
- Now, individualist machine empires can't start the whole event. They have too high Minimum Habitability.
- Disabled Planetary Diversity compatibility. Anyway, PD 3.12 became much more compatibility-friendly.
- Now, Subterranean empires can't start the whole event. They have too high Minimum Habitability.
- Disabled "Dyson Swarm" mod compatibility. That mod has been abandoned too long.
- Supported Synthetic Fertility origin. Some message was changed and Arks descendents species won't have Pathogenic Genes Trait.
- Cleaned-up code with CWTools.

Hotfixed for Stellaris 3.9. Oddly, class property of create_leader effect no longer accept "random". "random_ruler" is fine.

Confirmed the leader_trait_chosen issue faded away in Stellaris 3.8.2.
