fixed wrong emissive mtl link for bw_seg4
changed walls to from buildings to deco entirely

Rearranged file structure (less files), linked emissive mtl in renderconfig to repair night time texture rendering.

Removed empty files from directories.

Removed $VEHICLE_STATION entry to disable ability to catch fire. Cranes will no longer support construction.

Removed content from .fire files as an attempt to prevent walls from catching fire

Adjusted building costs to more realistic values

Wall segments now have pedestrian connection.
