Optimize faction selection code: If you had a lot of factions (like when using RHS) it could take around 20 seconds to load the factions. It now takes less than 3 seconds and runs during mission start so the faction selection UI should be much quicker too.

New features:
* Teammate loadout cycling: You can now cycle the loadout of your AI teammates while near the starting location.
* Teammate swap: If all players are down and you are plaing with AI teammates, one player will get the option to team switch into an ai teammate.
* Single player pausing: When playing solo (and not on a dedicated server) you will have the option on the mousewheel to pause the game once it's started.
* Ensure enemy don't spawn near the starting vehicles.
* Also various bug fixes and performance improvements (performance hit while tracking the items should be reduced)
