MINOR UPDATE:
-The Republic has gained access to the "Local Senate" GC building
-The CIS and Republic can now build Hapan, Old Republic, Sith and some (currently) limited Rebel and Empire ships after capturing the appropriate planets
-Beginner Galactic Conquest Campaign now starts the CIS and Republic players with the right tech level and money

Minor Update/Workaround Fix:
Added a Tech 1 research (icon and description will call it Tech Level 2) for the CIS and Republic for use in the Beginner/Lite GC.

Notes on it:
-Far cheaper than a typical Tech Level, at 1000 credits and 50 seconds build time
-Tech Level 1 does NOT escalate the war for the Major Powers

HOTFIX:
Made the Providence buildable once again. Looks like I had wiped out my own changes to Units_Space_Neutral_CIS_Providence_Destroyer while updating to 4.07
