most of penatlies on Leadership got increased and yes this will be accepting any feedback that are accurate to Historicial TWs and Lore of WHFB

Gunpowder in General as their Projectile velocity has to be lowered since game could not handle

examples : LoS issues on cannons and some heavy shotters

nerfed their Income and increased Upkeep and Recruitment cost Chaos Dwarf Units and now you can use Goblins and Orcs at early game
