Additions:
- added various new Jedi relics (Ancient Trinkets, Coordinates to lost Worlds...)
- added new ascension perks: HoloNet Expansion Directive, Orbital Excavation Initiative
- changed Sith Starting Civics (added new one)

Changes:
- Reworked HoloNet Relays, they are cheaper now and provide HoloNet Bandwith
- HoloNet Bandwith is a new modifier obtainable from various techs, which provides buffs to the planetary administration building (provides amenities, unity from jobs and lowers empire size)
- Slightly changed HoloNet technologies, added Holonet Bandwith Edict
- Reworked Consumer Goods Refinement and Metallurgy Techs with new icons, desciptions, and levels
- buffed passive effect of some sith relics, and the DREAM ROCK
- changed Invincible Heavy Cruiser (Dreadnought) to be available on the Free Market
- changed the way Manufacturer Bonuses apply to make them also trigger from the fleet yards megastructure
- changed Manufacturer starbase buildings to give a system wide buff to build ships, nerfed Manufacturer starbases a bit accordingly, tweaked some of their effects
- improved locals and effects of various deposits
- certain animal deposits can now award minor relics and speciments upon clearing
- tweaked Centralisation tradition
- tweaked Spice Technologies to be Engineering - Materials
- improved some building icons

- fixed Subjects of the Supreme Chancellor from becomming Republic Member Worlds if the supreme chancellor is not Coruscant (e.g. you are playing as Kuat are the Chancellor and suddenly lose your rodia vasal to coruscant since its now a member world)

- Recreated All Weapon Icons in a more consistent art style as well as their associate tech icons
- added specimens to Sith, Mando, Hutt Events
- Pirate Fleets now drop Specimens (Mando & Sith will drop their unique ones)
- added roughly 15 new relics
- added Flechette, Atomic Torpedoes (Kinetic & Radiation Torpedo)
- added Dromund Fels Event Chain

* Unknown Regions Overhauled:
- Unknown Hyperlane tech needed for access into/out of Unknown Regions
- Northern clusters for Chiss, Khillik, and unknown region custom empires unlock at Ancient Hyperlane tech
- Southern clusters are locked for everyone until Unknown Hyperlane tech
- Custom empire southern core spawn moved to Foless
- Custom empire unknown regions spawn moved to Zender (large and focused maps only)

New Feature:
- enabled multiple player created empires per game (6 on large or 4 on small maps)
- Up to 6 Custom Empires can be spawned into the galaxy!
- Use the New Game empire select screen to allow or force select custom empires to spawn.
- Each must have a unique lotor starting region as a species trait.
- Forbid multiples of the same starting region from spawning or this will cause issues.
- Unknown regions custom empires will not spawn unless played by a player.
- added the button to disable your own custom empires from spawning
Reminder, due to how the spawning system works, you need to disable your custom empires from spawning in Lotor!

-- tradition Finisher now allows the recruitment of Jedi and Sith leaders from the Leaderpool

- Added Tapani Empire - Shey Tapani has fought a brutal civil war to unite the noble houses of the Tapani Sector under one banner. The Southern Core has a new power to be reckoned with.
- Added Tibrin Shoal - The Ishi Tib have long clung to their ocean home, but as a new era dawns they seek to expand their influence and bring peace and stability to the Western Reaches. (Requires Aquatics DLC)
- Added Crosier - Frigate
- Added Boarding Shuttles aux components
- Added a dozen exotic substances (fruits, gases, ...)

Changes:

- Reworked Jedi Order, they are now no longer a planet state, instead they make contact with Coruscant during the early game and after establishment use the Coruscant Temple as their "Home", also removed their station over Korriban for now

- Reworked all Start Screen & Origin Texts

Fixes:

- fixed adz frigate not being in the blueprint system
- fixed some strike craft components being to large
- fixed sith getting contact with zygerrians and tion when they shouldnt
- fixed republic core worlds integration not working with clusters

Beyond this, we reworked the spawning system of all empires in this patch for easier maintenance and compatibility.
Thus, it is likely that we overlooked some bugs in the system, please write a bug report if you spot something odd.
In Addition, there is currently a issue where vanilla empires spawn if you do not have all the dlcs required for Lotor Empires.
Which means if you lack: Megacorp (11), Aquatics (2), Plantoids (1) or Humanoids (1) you will have vanilla have possible vanilla empires.
Lastly the non-dlc variants of these empires are no longer pickable in the main menu.

- reworked the Beating Heart of an Empire decision (make one ecumenopolis not have special resource upkeep), instead it now always removes the special resource upkeep on your Capital (you can choose a new planet as a capital if you wanna switch it and this prevents enemies from conquering "perfect" ecumenopolis without the tradition)
- Rebalanced Gas Energizer, Ion Power Condenser auxiliar components
- buffed Sith Alchemy species trait to reduce medical supply upkeep

Fixes:
- fixed the occational chance of Jedi Leader rechosing their traits through wrong event targeting
- fixed minor issues with some building icons
- fixed extended features tooltip not displaying in galaxy setup

Major Changes:
* Gene Tailoring Adjustments:
- Genetic modification restricted to player empires, Arkanians, and Killiks based on community feedback

* Larger Map Rework: Extensive updates to several areas:
- Onderon, Roche, Atrisia, Dorin, Iridonia, Hapes, and Trandosha. Significant changes made to the northern and southern regions of the galaxy

* Animal Deposit Rework:
- Introduced Tier I-IV classification for animal deposits
- Standardized costs, removal times, and effects
- Rebalanced various animal deposits (e.g., Sith animals are no longer always Tier III)
- Added new hostile and beneficial animal deposits

* New Ship System V2.0:
- Complete overhaul of ship sections and balance
- Ships reclassified into light, normal, and heavy tonnages, affecting hull, build time, cost, speed, and evasion
- New keywords for ships (e.g., armored, strike, assault, swift), granting various bonuses
- All ships now start with two sections (except dreadnoughts) and unlock a third loadout via modernization tech

* Galaxy Spawn Rework Planet Tiers and Habitability Slider:
- All planets assigned tiers based on importance, location, and habitability for nearby empire spawns
- The habitability slider starts at 1x with around 275 habitable planets
- Higher slider values (up to 5x) will increase the number of habitable planets by adding more from higher tiers
- Values between sliders will add a random percentage of the next tier planets (e.g., 1.5x includes all Tier 1 planets and a random 50% of Tier 2 planets)
- Recommended setting is between 1x and 2x, comparable to the previous system's 0.5x (50%) planet spawn rate
- Added dozens of new planets to fill empty space and balance starting locations for empires
- Changed: Habitable planets spawn as a random size 12-20 (up from 10-15 or 12-17)
- Changed: Habitable moons spawn as a random size 10-15 (up from 7-10)

- Added the Pantoran Assembly

* New Pre-FTL Species:
- Abyssin, Acrona, Kaminoan, Kubaz, Sluissi, Talz, and Rattataki

* Component Changes:
- Navi Computers moved from internal to auxiliary components, added another level and new icons
- Rebalanced Gravity Wells with a new Tier IV variant

* Gameplay Tweaks:
- Civilian ship construction method adjusted
- Disabled certain non-available vanilla wargoals to improve performance
- Minor tweaks to tech and starbase values
- Racer Jobs nerfed: Unity reduced from 4 to 3, Ammenities remain at 8
- Starting command limit restored to 20
- Pop factions reworked, with unachievable goals removed
- Refactored Coruscantii Resilience (Unique Tradition) into the Centralisation Tradition

* Ship and Station Adjustments:
- Strike Craft resized (25% smaller) and movement tweaked

- Verpine species can now colonize arid worlds

- Improved localization for galactic wonders and exotic deposits
- Tweaked values on various deposits
- Habitats can now obtain Fuel, Medical Supply, and Spice deposits when built above planets with those resources (similar to vanilla resources)

* Ship Unlock Timelines:
- Tier 2 ships require 100 in-game years and modernization tech to unlock
- Tier 3 ships require 200 in-game years and the relevant tech

* Alien Name Lists:
- Expanded alien name lists to include Abyssin, Acrona, Kubaz, Talz, and Rattataki names

* Healthcare Policy Rework:
- Streamlined the policy, providing direct buffs to doctors
- Pops now require a small amount of medical supplies

* Fixes:
- Fixed 3 broken astromech portraits
- Fixed certain councilors not being locked to specific leader types
- Minor bug fix in the Ritual of Nathema event chain
- Corrected zoom values in the ship designer
