Finished porting W2 items for Norsca, Skaven and Tomb Kings.

All artefacts now unlock without a skill point and the levels to unlock have been increased to 4, 8, 12, 16, and 20

Made some quick changes to some effects due to the new Patch changes

Fixed effect that wasn't giving Kairos a cost reduction for his Bracelet of the Old Ones.
