+Buying a Fiefdom now instead grants you a County level title instead of barony for 1000 gold. (This is due to giving baronies proving to be very unstable through the petitions system)

+Added a new Petition Type: Buy Fiefdom. Now you can directly buy a Fiefdom (castle holding) from your liege

+Unlanded (player) members of a Royal Family who are heir to the throne in a prospering Kingdom/Empire are now allowed to collect taxes from the populace. This is meant to make the privileges that come with nobility more apparent and realistic
