Resolved an issue where it was impossible to terraform planets to the Aquatics planet class added by Planetary Diversity. The links were incorrectly set to Gaia and have been updated to Aquatic.

Added several missing localization keys for the created terraforming policies. They aren't actually visible anywhere, but the Stellaris error log was complaining about them.
