Added new values on "AutobuySILv1" & "AutobuySILv2" toggles each: value no. 2.
Value no. 2 gives special infected additional benefit of getting exp when taking damage.

The value on "Noisy Bots" now works as the the chance of how often bots using vocalizers.
Bots will still have 100% chance of using vocalizers when killing special infected, tank & witch.

Fixed some bugs on flashlight settings.
cvar commands related to flashlight were reset each time a player reloaded the gun.
Now the flashlight settings won't be reset.
