Economy, Edicts & Imperium changes:

- Increased all tax income (by aprox 15), min=25, low=45, mid=65, high=75, extort=85
- Implemented tax modifier for low to high imperium -12% to +6% tax income.
- Decreased empire maintenance penalty tied to imperium by 100% (2 to 25% now)
- Decreased mid recruitment/building cost penalty tied to imperium.
- Supply ship/baggage train is more expensive to recruit and upkeep
- Tax edict incurs less banditry and PO penalty but only increase tax income by 10%
- Bread and games edict require slightly less food.
- Call to arms edict incurs small PO penalty but have less growth and food penalty.
- Commercial stimulation edict incur small PO benefit but increasing slave population and unrest.
- Sell slave edict incur small PO penalty but declining slave population and unrest.
- Romanisation edict incur a 5% tax penalty but 10% less provincial construction cost.
- Party loyalty edict incurs 5% tax and 2.5% corruption penalty.


Stances & supply changes:

- Forced market incurs a -2 penalty to public order in local province
- Open market incurs a +1 benefit to public order in local province
- Baggage trains provide -5% to -1% upkeep bonus for civilised factions
- Increased upkeep cost penalty for sieges/blockades
- Decreased upkeep cost benefit for all stances (except raiding)
- Raiding armies have upkeep cost reduced by up to 40% (Culture specific)
- Raiding incurs more banditry and squalor penalties in raided regions.
