- Imperium required for marian reforms changed from 5 to 6
- Imperium required for imperial reforms changed from 7 to 8
- Culture dependent ammunition penalties added to raiding stances
- Culture dependent ammunition bonuses added to besieging stances
- Culture dependent ammunition bonuses added to ambush stances
- Overall tax and corruption rework, more tax and less corruption.

Generals and super elite units are more expensive to maintain.

Tried to balanced economy for late game (400+ turns) while making sure early game economy is balanced as-well.

Empire maintenance will only start to be substantial at imperium level 5 and become a significant problem after imperium level 7.

Technology research balanced

AOR upkeep reduced; 20% for levy, 15% for regular, 10% for elite

All temple/forum buildings upkeep reduced by 100%

Balanced handicap for ai; -35% recruitment cost, -20% upkeep cost
