Attempted flood fix, tornado movement could possibly have glitches, as I am trying to fix the tornado getting stuck problems, microburst physics are quicker when closer and vise versa, beefed tornado unwelds.

Made it so the tornadoes unweld more if it's closer to a welded strructure (also dependent on tornado strength)
