- improved certification handling events - now takes better into account if the dog handlers/snipers are considered "busy"
- the new weapon rack objects can now be placed anywhere, not just in their likely rooms
- the new weapon rack certification events can be toggled on/off. Just select (click) their respective objects while they are in your prison for the pop-up menu!
- when on, the certification events can take place; when off, the objects exist purely as decorative
