Updated the game version,
And thanks to Cryyc, i had made the synthetic resources focus work now. Because of the way that i had done the fix, some problem may occurn, please tell me if it happens

Communist countries, now in equality of people have acess to the geno policy.

AI never gonna pick the no_production for air and navy
And never gonna chossen a citizen assembly policy (This is for players that want to change ideology and dont have advisors or want to be more fast)
Doing this because it was making AI retarded

Added extra supply_consumption for the shock and wave army doctrine (It was to op, and it havent any draw back).
