- Adjusted price multipliers
- Adjusted item availability

"Prisoners and You" changes
- Available starting at diff 15
- Always buyable in coalition outposts for 1,500mk, req. 35 coalition rep (1-3 can spawn)
- Always buyable in any city for 1000mk (1-2 can spawn)
- Always buyable in any military outpost for 500mk (2-4 can spawn)

"PIP Badge" changes
- Available starting at diff 20
- Always buyable in coalition outposts for 2000mk, req. 50 coalition rep
- Always buyable in any city for 2,500mk
- Always buyable in any military outpost for 1000mk (1-3 can spawn)

- Now you have to select a handcuffed character for them to be stunned
