-Fixed a bug with the "Sanctify the Dark Priestess" Decision so it now gives the player the intended dummy building effect
-Fixed a bug with the "The Young Elibeans" event so it no longer spawns barbarian civilian units
-"The Young Elibeans" and "An Ode to Liberation" events now only fire once per game
-Properly implemented mod support with JFD's Rise to Power mod
-Fixed typo's with Idunn's dialogue

Fixed a bug where the Fell Sanctuary couldn't be built in non-conquered cities.
