  • Planet Management has broken into two separate planetary decisions.
    • This change was requested to reduce the number of clicks required to activate a subsidy/decision.
  • Updated localization for councilor effects. Changed "from Councilor" to 'when Councilor" to make the effect more clear.
  • Champions of the Empire reduced from +2 Naval Capacity/-2 Empire Size from leaders to +1/-1 respectively.
