- fixed the peace offer to give up Cultural Hegemony only being available against the war leader

• the CB that the Economic Hegemon gains against contenders now allows to actually force them into bankruptcy and not only giving economic maluses
  
• added a CB to force religion on heathens called "Proselytize the Heathens"

• minor fix

• the modifier for Cultural Hegemony now gives 10% manpower in all provinces with primary, accepted or culture of your culture group

• updated for new EU4 Version (1.34)
