complete rebuild of all PBO's and fresh new signature bikey.

recommended to either go into your workshop folder to delete the mod files and then repair the mod through the A3 launcher. otherwise unsubscribe, and then resubscribe to the mod as a fresh download.

hopefully this fixes the PBO key error.

Okay so looking at the actual downloaded mod files, it looks like the mod is downloading an old server key that isn't being used. double check to make sure there aren't double keys in the files.

bad key - PBOname.SCEA.bisign

good key - PBOname.ScionConflictEA.bisign

Im redoing the bisigns once more so please doublecheck the server files to make sure the old key is not still showing in the modpack
