"Warm start" preventer, no more fire on docking! (hope)

Some fellows reported that they have observed over-voltage and fire when docking, I however don't know why this should happen but I tried to fix it (although I have no idea whether the problem is fixed). Please report further bug if you notice any.

Fixed the problem that water sensors in lower hulls may triger false alarm after flooded and drained.

The logic of emergency light was rewritten

1. AI will nolonger stuck on the doors. 2. AI will try to clean up items and put them to taged containers, making it easy for later adjustment.

Optimized power supply logic so the sub will only receive energy from dock hatch when docked. You can now also chose to automatically shutdown reactor when docked to save your fuel.
