Bugfix for static processing not respecting Maximum Calculations.

Major update.
In-game settings editor. (Key bind must be set first by going into the mod options.)
3 settings presets have been added. Click them to load it, and toggle the save mode to save it.
Settings menu now has sound effects.
Buttons now say On/Off rather than true/false.
Quick-saving and quick-loading have been fixed.
Code optimization.
Experimental fix for cars being damaged.

Improve addressable scope of Performance System activation functions.

Fixed a problem where null variables are still valid when on a fresh save.
Variables were stuck at 0 when on a new save because null variables, rather than reporting nil, would report they still exist.
