cheat difficulty now works for the new decisions

added 2 new decision categories Air & Naval
+amphibious for the army

added new setting(event) that divides decisions categories into 2 groups
1- for player
2- for AI
so now you can set different difficulties for each of them.

just update to No Step Back version(1.11.X)
