- Fixed an issue where researching the UNSC advanced slipspace drive wasn't automatically updating civilian ships.
- Updated the tier weights for most UNSC technology to be more consistent. Some tech research rarity has been removed to help increase the chance of getting it.
- The Spartan Program tech will now require Smart AI research in addition to Gene Tailoring.
- UNSC Nukes will now require researching torpedoes first.

Added two new ftl ship components for the UNSC:

1. Shaw-Fujikawa Translight Engine: A short-range jump drive (similar range to the Stellaris subspace drive) that can be used early on. Has a long windup time.

2. Mark X Macedon Translight Engine: An upgraded slipspace drive based on the experimental drive used on the Infinity. Requires post-war technology research. Has a shorter windup and longer range.
