Added an optional "tactical" layer for Rimmu-Nation 2 - Clothing. This layer can be enabled in mod settings (requires restart) and makes webbings and belts compatible with all other utilities.

-Removed the arms slot from utilities so they can be worn with the exoskeleton frame
-Removed the torso slot from holsters and webbings

-Patched the CanEquip method for heavy weapons so exoskeleton frames can be used again
