Fixed an issue with the last update not working without the gardens mod

  • Celebrities now receive a new promotion when played alongside the Garden District mod: "Open-Air Concerts" which allows them to perform at Gardens and Preserves.
  • "Counter-Culture Icon" (the Loyalty bomb promotion) now also allows Celebrities to enter cities withuot Open Borders for all your revolutionary needs.
