Vehicle Balance PBO:
Fix missing vehicles

* Xiphons combined into one aircraft
* Bombs removed from Xiphon
* Vortex Magazine reduced to one shot
* Added additional Vortex Magazine
* All other magazines increased to 10 shots
* Shell "load" time reduced to 0
* Reload time increased to 8 seconds.
* Turret allowed to be moved by gunner (allows base whirlwind to operate as AA as well).
* All usable vehciles given the name Ultimus Pattern _
