Moved - City rename events into decisions of the RGM category instead of triggering them instantly.
Fixed - A bug where the wrong state would be renamed when renaming cities (Tod den Roten event - now legacy)
Removed - Axis split event chain due to bugs
Removed - Tod den Roten event rather allowing you to rename individually
Added - Rename Panama Canal decision
Fixed - A bug where the New Moscow eventchain would not fire

Rewrote and shortaned most of the rename events

Added Japanese claims for the extended Birmingham trails.
Added Japanese demand event for the far east republic from the soviets if they lose all major european cities (Leningrad, Stalingrad, Baku and Moscow)
Fixed some bugs within the extended Birmingham trails event chain
Added American Admiral recruitment (known GFX bug just have no clue how to fix it atm)

Fixed a bug where the Birmingham trials would appear before going to war with England
Fixed a bug where the extended Birmingham trials would appear before going to war with the USA
fixed a bug where the decsion to recruit American Admirals would appear before extending the trials.

readded General and Admiral recruitment.
