* HLP_Harju_RAAS_v1 => East/West, similar spawns to v1 and v4 vanilla. Uses HVRAAS but doesnt go buck wild, normal neutral cap speeds for now.
Vanilla => USMC v RU
USMC_RU => USMC v RU, but with boats added
More faction setups to come later this week, including an AUS layer

Changes
* Many night layers have been changed to have _Night and a non-night version has taken its place
* Fixed missing water on Narva RAAS v1
* Removed a few layer variations / renamed duplicates
* Increased neutral flag cap speed on many HVRAAS layers to 2.5 from 1.3(default). This is due to these layers have a potentially very high number of points and not wanting the back cap phase to take 30 minutes
Neutral flags capture approximately twice as fast as vanilla down to 1m30s for a single player capturing.

* Factions where USMC has 1 AAVP logi and 1 regular, have been changed to 2 reg + 1 AAVP on 10m delay


Fixes
* HLP_Chora_PAAS_v1, correct spawners for Team 2
* Added a third helipad on some layers
* Fixed Eik Upper flag ui issues on Skorpo RAAS v1/v2
