Kyoshi Island now grants the ability to build Samurai even when not playing as Japan (replacing the free swordsman with encampments suz bonus)!The coding of the Kyoshi Warrior UU is finished but implementing the model is proving tricky, so this is the stopgap measure for now)

A quick fix to prevent the Sun Warriors from selecting a random color when they should be appearing pink as a cultural city state.

Added the White Lotus and the Equalists, bringing the total to 12 City States. There may be one or two more, and then that'll be it.

Slightly changed the Mechanist's Unique Suzerain Bonus to provide science for workshops as well as producing an observation balloon when an industrial zone is completed.

Initial Upload of 10 City States representing unique cultures from the Avatar the Last Airbender and Legend of Korra Universe.

(If anyone is willing to give me some resources or help in creating icons for the City States I'd really appreciate it.)
