Fixed duos battle royale randomat pairing players with spectators

Disabled the 'My planet needs me!' event by default as it doesn't work with a lot of playermodels (especially ones that aren't rigged properly) and has a bit too weird or confusing effect

Fixed lua error with recoil randomats

Added a couple of new french randomat translations

Removed 'super boing' event stomp sound

Added another fail-safe for resetting a player's language after the french randomat triggers

Added convars to disable any cause or effect from the 'Make a Randomat!' event

Added several new ASCII memes for:
- The "... you see a random meme!" 'Make a Randomat!' effect
- The 'Memes' randomat

Changed the onus for ending the French randomat from the server to the client so the event hopefully finally ends properly...

Fixed respawned players not having an increased jump height during 'Boing'
