Fixed a typo that prevented the Mechanic and Marine Technicians from spawning with an Arc Welder.

Switched Guards to securityuniform2 and gave them ek_mechanic_armor, removed ek_mechanic_armor from HoS, gave HoS a lethal-loaded Handgun, switched Marine Lieutenant back from captainsuniform2 to ek_marine_armor_uniform

Added Marine Technician, swapped out the Chief Engineer's FPGA circuit for a wrench.

Major pass through to alter the maxnumber and intialcount for each role. If I did this correctly (ohgodpls), then only Captain should be forced to spawn, and every other role only has a maximum number (3 Guards, 1 HoS, 1 Chief Engineer, 2 mechanics, 2 engineers, 1 QM, 1 CMO, 3 paramedics, 2 marines, 1 Lieutenant) Please remember that this mod is slated to work directly with my modded station, so don't expect this to work well with other subs or stations.
